Webcam not working in Windows 11: separate hardware from permissions
A black camera tile can mean a closed shutter, the wrong camera, a blocked app or a device fault. Test one layer at a time so you do not spend an afternoon repairing a driver when the lens is simply covered.

Check the physical camera
Look for a lens cover, privacy switch or camera function key. For USB webcams, reseat the cable and try a direct computer port rather than a dock. Do not force a connector or insert anything into the lens opening.
Close competing camera sessions
Leave calls and close other previews before testing. Save any active recording first. Open one camera application, not several at once, so the result is easier to interpret.
Test the Windows Camera app
Search Start for Camera and open it. Select the intended device if more than one is available. A working preview is useful evidence that the camera can function outside the failing meeting app.
Review Windows permission
Open Settings → Privacy & security → Camera. Confirm that access is enabled for your intended app category. Browsers are desktop apps. If the controls are managed or unavailable, ask the device administrator rather than trying to bypass policy.
Return to the failing app
Choose the same working camera in its settings, review that site’s permission and reopen the preview. If Windows Camera also fails, use Microsoft’s camera troubleshooter and manufacturer support instead of downloading a driver from an unfamiliar site.
What each test tells you
A successful Windows Camera preview does not prove every application is correctly configured. It does, however, make a broken cable less likely. Concentrate next on the failing app’s selected device and access settings. A computer can remember a disconnected USB camera even after you switch to the built-in one.
If neither Camera nor a second app can see the webcam, note the exact error and device model. If a direct USB connection works but the dock does not, investigate that connection path. Replacing the webcam immediately would skip the most useful evidence.
Make the next call easier
Do a short pre-call check using the same computer, camera and browser you will use in the meeting. Check framing and lighting, then close the preview. Keep your laptop’s privacy shutter state obvious so a hurried restart does not turn a simple problem into a driver search.
For a work-managed machine, send IT a compact report: device name, whether Windows Camera works, whether the failure happens in one app or all apps, and the error text. Exclude meeting links and private participant information. This is much more actionable than a screenshot of a blank tile alone.
A phone camera is a different kind of fallback
